The Green Benefit District formation process is broken into three phases, which includes Phase 1: District Feasibility, Outreach, and Planning , Phase 2: Legal Review and Legislative Process, and Phase 3: District Establishment.
Phase 1: District Feasibility, Outreach, and Planning
Convene Meeting of interested property owners
Form Steering Committee representative of the neighborhood
Hold an initial Steering Committee meeting to set vision and elect leadership
Develop parcel database
Conduct neighborhood survey to help determine interests, services, and District boundaries
Draft Service Plan, Budget, and Assessment Methodology
Phase 2: Legal Review and Legislative Process
Draft Management Plan and Engineer’s Report
City Review and Approval of Management Plan & Engineer’s Report
Petition Campaign
Ballot Campaign
Phase 3: District Establishment
Draft bylaws, articles of incorporation, and form nonprofit corporation
Elect Board members and leaders
Contract agreement with the City of San Francisco
Hire staff and public realm service provider
